Back in the late 90s a facility was constructed in San Ysidro just on this side of the border to the tune of $239 million dollars to treat the 25 million gallons of sewage a day that flowed into the Pacific Ocean from the Tijuana River… which flows through Tijuana, Mexico.
The U.S. section of the International Boundary and Water Commission which operates the plant will need $100 million dollars to affect upgrades to the plant as the commission is being sued by California regulators and other environmental groups for not meeting federal and state water-quality laws.
Let the gravity of that sink in for a moment….
