Perhaps because of our absolute unfamiliarity with the white stuff, this whole scene is bizarre. Seriously, what's the protocol for a once-a-decade snow storm?

All I can say to the unorthodox tactic, when you've had enough frozen bricks of urine thrown at you it can make you a tad defensive when anything is air born. D.C. isn't exactly Amish country. Tasers don't penetrate show gear and pepper spray in wind can be self defeating. Ahhhhh...urban police work...damned if you do, damned if you don't.
